Resumen
La Estructura Ecológica Principal [EEP] representa la base natural de la que se sustentan los procesos ecológicos esenciales del territorio y se representa en elementos bióticos y abióticos que se articulan en un territorio determinado en forma de ecosistemas. Por su parte, el sistema socio-ecológico es el resultante de las intersecciones entre la dimensión social y natural del sistema ambiental y su dinámica de retroalimentación se da a partir de las interacciones regulares, recíprocas e interdependientes que tienden a producir y acumular transformaciones significativas en el sistema.
El Riesgo Ecológico [RE] se configura como una de estas transformaciones significativas del sistema, por lo que el conocimiento de los procesos, transformaciones y problemas del sistema socio-ecológico permitirá reconocer los puntos específicos de atención e intervención territorial para la prevención, mitigación y corrección de riesgos asociados al sistema socio-ecológico y la estructura ecológica principal. Para la evaluación de los riesgos asociados a la presencia, permanencia y resiliencia de la estructura
ecológica principal y la posterior orientación de norma urbanística para el ordenamiento territorial en Pereira, se abordaron 3 momentos investigativos:
1. Diagnóstico - A partir de un análisis estructural y la caracterización de los componentes del sistema socio-ecológico, se obtuvo una matriz de diagnosis del riesgo ecológico, base de datos: cartográficas ecológicas y del componente construido.
2. Explicativo - Tomando como base la evaluación de impactos y la estimación del riesgo ecológico se hizo una síntesis en formato matriz que explica los escenarios de riesgo ecológico.
3. Propositivo - Por medio del reconocimiento de las disposiciones actuales y en ejecución de la norma urbanística del ordenamiento territorial de Pereira, se propuso orientación de norma urbanística haciendo uso de una matriz estratégica-táctica. La evaluación de los riesgos ecológicos asociados a una EEP se llevó a cabo en el Parque Metropolitano El Vergel y el área construida aledaña a su perímetro, en la comuna Boston, Pereira.

For its part, the socio-ecological system is the result of the intersections between the social and natural dimensions of the environmental system and its feedback dynamic is based on regular, reciprocal and interdependent interactions that tend to produce and accumulate significant transformations in the system. Ecological Risk [ER] is configured as one of these significant transformations of the system, so that knowledge of the processes, transformations and problems of the socio-ecological system will make it possible to recognize the specific points of attention and territorial intervention for the prevention, mitigation and correction of risks associated with the socio-ecological system and the main ecological structure. For the evaluation of the risks associated with the presence, permanence and resilience of the main ecological structure and the subsequent orientation of urban planning regulations for land use planning in Pereira, 3 research moments were addressed: 1. Diagnosis - From a structural analysis and the characterization of the components of the socio-ecological system, a diagnosis matrix of the ecological risk was obtained, database: ecological cartographic and of the components of the social-ecological system, an ecological risk diagnosis matrix was obtained, based on ecological and built component cartographic data. 2. Explanatory - Based on the evaluation of impacts and the estimation of ecological risk, a synthesis was made in a matrix format that explains the ecological risk scenarios. 3. Propositive - By means of the recognition of the current dispositions and in execution of the urban planning norm of the territorial planning of Pereira, the orientation of the urban planning norm was proposed using a strategic-tactical format. The evaluation of the ecological risks associated with an EEP was carried out in the Metropolitan Park El Vergel and the built-up area surrounding its perimeter, in the Boston neighborhood, Pereira.
