La Unidad Central del Valle del Cauca (UCEVA) como institución de educación superior de carácter pública, está obligada a gestionar los riesgos como requisito legal; pero en esta gestión se enfrenta a cambios en su contexto tanto interno como externo, entre los cambios a considerar se encuentra la mejora sobre sistema de gestión de la Calidad que se adelanta desde el año 2020, los cambios que el Departamento administrativo de la Función Pública realiza a la metodología para administrar los riesgo y que pone en servicio de las entidades públicas desde diciembre de 2020, además de los procesos de seguimiento que realiza el estado en materia de la Planeación y gestión que generan entradas de mejora relacionadas con la administración del riesgo en la Institución. Esto llevo a identificar que la UCEVA requiere una intervención por medio de normas internacionales que trabajan en materia de crear y preservar el valor en las organizaciones, como es el caso de la norma técnica colombiana NTC-ISO 31000:2018 Gestión del riesgo-Directrices.
Para llevar a cabo el desarrollo del proyecto fue necesario enfocarse en la investigación proyectiva para dar cumplimiento a los objetivos establecidos en el proyecto, para este caso se abordaron las siguientes fases: Diagnostico, preparación, documentación y propuesta. Esto es posible gracias a la revisión documental y entrevistas que se llevó a cabo en los distintos procesos.
El propósito es realizar la documentación de herramientas para la gestión de riesgo bajo los lineamientos normativos de la NTC ISO 31000:2018 en la UCEVA del municipio de Tuluá durante el periodo 2021-2022. Se encontrará en este proyecto el instrumento Matriz Diagnostico de la gestión del riesgo elaborado bajo los lineamientos de la norma, Instrumento que permitió conocer el nivel de cumplimiento de implementación de los requisitos. Seguido a esto se definen estrategias que deben ser abordadas con el ánimo de realizar una gestión eficaz al riesgo en donde se destaca la documentación del Manual Política de administración del riesgo, siendo este la consolidación de diferentes mecanismos enfocados al marco de referencia y proceso de la gestión del riesgo según la norma.
Sin embargo, la documentación no garantiza el mantenimiento continuo de la gestión del riesgo en la Institución, es por esto que se propone el Modelo de apropiación de la gestión del riesgo, el cual se enfoca en las personas, el liderazgo, el entrenamiento y las herramientas de gestión del riesgo. El propósito de este modelo es tener un impacto en la cultura del riesgo que garantice una gestión eficaz del riesgo en el tiempo.
The Unidad Central del Valle del Cauca (UCEVA) as a public higher education institution, is obliged to manage risks as a legal requirement; but in this management it faces changes in its internal and external context, among the changes to consider is the improvement on the Quality management system that has been carried out since 2020, the changes that the Departamento Administrativo de la Función Publica (DAFP) performs the methodology to manage risks and that it puts into service of public entities since December 2020, in addition to the monitoring processes carried out by the state in terms of Planning and management that generates improvement inputs related to risk management In the institution. This led to the identification that the UCEVA requires an intervention through international standards that work on creating and preserving value in organizations, as is the case of the Colombian technical standard NTC-ISO 31000: 2018 Risk Management-Guidelines. To carry out the development of the project it was necessary to focus on projective research to comply with the objectives established in the project, for this case the following phases were addressed: Diagnosis, preparation, documentation and proposal. This is possible thanks to the documentary review and interviews that were carried out in the different processes. The purpose is to carry out the documentation of tools for risk management under the regulatory guidelines of the NTC ISO 31000: 2018 in the UCEVA of the municipality of Tuluá during the period 2021-2022. In this project, you will find the Risk Management Diagnosis Matrix instrument prepared under the guidelines of the standard, an instrument that allowed knowing the level of compliance with the implementation of the requirements. Following this, strategies are defined that must be addressed with the aim of carrying out effective risk management, where the documentation of the Risk Management Policy Manual stands out, this being the consolidation of different mechanisms focused on the framework of reference and process of risk management according to the standard. However, the documentation does not guarantee the continuous maintenance of risk management in the Institution, which is why the Risk Management Appropriation Model is proposed, which focuses on people, leadership, training and risk management tools. The purpose of this model is to have an impact on the risk culture that guarantees effective risk management over time.
